Description:The Free Public Libraries and Museum Committee estimated that it would cost £813 to establish one lending library and maintain it for one year. This included £450 to buy the stock of 3000 volumes, £75 for librarians' salaries, and £13 for a boy assistant. Constitution Hill Library was opened in rented premises on the 3rd of April 1861.
