Description:Lord Mayor Richard Knowles at the start of the carnival parade in 1994.
Sir Richard "Dick" Knowles was a local councillor from 1970 to 1993 after which he became Lord Mayor. He was credited with the regeneration of the city in the late 80s and early 90s including the building of the ICC and Symphony Hall.
