Description:Tiptaft had unsuccessfully contended the 1918 General Election as an Independent candidate, losing to the Unionist Ernest Meysey-Thompson. Since then in 1919 he had been returned as a Councillor for the Handsworth Ward. Tiptaft hoped that his status as a local man serving the community would stand him in good stead for the 1922 General Election.
